Project Kick-off
On January 19, 2021, Planning and Housing Committee (PH20.4)
asked staff to review Requirements for automobile and bike parking in newly erected or enlarged buildings are identified in the city-wide Zoning By-law 569-2013.

Phase 1 Milestone: Removal of Parking Minimums
The initial phase of the review focused on automobile and bicycle parking. New regulations related to automobile parking came into force on February 3, 2022 and new regulations related to bicycle parking came into force on July 22, 2022.

Phase 2 Kick-off
Following the conclusion of the initial phase, Planning and Housing Committee directed staff to continue work on the review of parking requirements in the Zoning By-law as part of the City-Wide Parking Strategy, which includes:
- a review of accessible parking requirements;
- a review of bicycle parking requirements; and
- the establishment of a parking monitoring program

Phase 2 Milestone: Accessible Parking and Bicycle Parking Update
The work on accessible and bicycle parking requirements is completed through 2025.PH18.3, which addresses an increasing demand for bicycle parking, growing interest in the impact on housing affordability and travel behaviour, and the importance of providing appropriate accessible parking spaces.

Phase 3 Kick-off
Following the conclusion of Phase 2, City Council requested staff to:
a. identify areas in the City where the amount of visitor parking provided in new development is inadequate;
b. draft new minimum visitor parking standards for new development in those areas, potentially including a minimum proportion of proposed parking which must be designated for visitors;
c. consult the public on the draft new minimum visitor parking standards; and
d. report back to Council by fourth quarter of 2025 with a Zoning By-law Amendment if necessary to update the minimum visitor parking standards for new development.
